Hi,

The answer is no, it is available only to Series 40 3rd Edition (not all devices) onwards.

"Java serial port connections over cable are supported in Nokia Series 40 3rd Edition and S60 3rd Edition devices, for example, in the Series 40 device Nokia 6280 and the S60 device Nokia E60. Future Series 40 3rd Edition devices will support this feature as well."

Hard to answer, it depends on a lot of factors - is it subsidized by your local operator? Which country/market? I think you must check those issues locally.
