Check out Jurgen Scheible's excellent introductory tutorial about S60 Python http://www.mobilenin.com/pys60/menu.htm. You'll have 'Hello World' working within an hour.

(note: there is no Python emulator, just the Python interpretter that runs on the phone...)

You can have the respective python for s60 and the python shell installed on a emulator and thus can test your scripts in the emulator.
