Place a video call from J2ME -

target : S60/N95
object : a java application able - to place a video phone call - to send DTMF using navig.keys Is this possible ? Using Jtapi, Adv.Multimedia API, .... ?

Not possible with Java ME. You can make a phone call with platformRequest, but you cannot send DTMF tones to the call after that. There is also no Telephony API for Java ME available on N95 (or on any phone)

So what is the solution for
- programmatically place a video call - then programmatically send DTMF FL3, C++, ... ??? (on a N95/S60 platform)

You should probably use C++, since at the moment it's the only way to access low level functionalities like the ones you need.
