Not sure about non-HTML, but it doesn't allow using Google Maps in HTML pages in mobile phone. License demands that HTML using map data must be publicly available - and anything inside phone most likely isn't.

Single person use is not allowed, they have a different licensing option for that and it's not free.

that it's not more available since the article was quite old.
Is there any other easy example of use of Google Maps in Python?
