Hi:
As hartti explained a lot of times, there is restrictions to access to almost everthing in a phone of USA AT&T carrier. You must follow a certification program because bla bla bla.

My question is:
Suppose I buy an unblock phone directly from any phone manufacturer (I mean, a phone that accept any SIM Card). Then I put an AT&T SIM Card on it.
¿The restrictions apply anyway? or these restrictions apply only for the phones blocked by AT&T?

In other words, the AT&T certificate requirement is part of the firmware (in AT&T phones blocked) or the carrier has the chance to instruct the phone via OTA that must ask for the certificate?

¿Has anyone has this problem?, and how can I get a phone to make a test at least of an unsigned JAR.

You get the SIM card from the operator right? You can get unlocked gray market phones on eBay.

AFAIK, if your device does have an operator specific firmware, there might be restrictions, else there might not be any restrictions. And IMHO, it does not depend upon which SIM card you put in the phone.

Thank you for your answer, but it did not clarify me too much.
I will try to be more specific in my questions.

1) If I have an unlocked phone (buyed in USA) and put on it an AT&T SIM card. Can my unsigned java application access to bluetooth api?

2) If I have a branded or locked phone from AT&T and I unlocked the phone (I know this is possible), the polices on the security domains change to generic phone or remains the AT&T polices?

1) If the phone is not branded for AT&T (so the firmware is generic one), then yes, you have access to the Bluetooth API. (I have AT&T SIM card and I am using a non-branded N95 and that works)

2) Unlocking the phone from SIM lock does not change the Security policy settings.
