I know that Smart Message function can input on another brend mobile-phone on license.
but how about OTA Wap,MMS setting message?
1) Is it possible to use it like normal smart message?
2) how does the network operator distinguish between NOKIA phone and the other brend phone to send OTA message ?

You need to realize the difference between OTA and Smart Messaging specifications.

OTA Settings Specification tells you how to send settings/configurations to e-mail, WAP, WEB, MMS, SMS and SynML clients in terminal, this is widely used specification among quite many handset vendors.

Smart Messaging specification is used when sending content to terminals, such as Ring Tones, Profiles, Logos, and images. Smart Messaging specification is implemented in Nokia phones plus some limited number of other vendors, such as Ericsson.
