i'm looking for a library or source code to convert, directly on the phone, a gallery of images to 3GP video, applying transact video effect.

There´s an OpenSource project called Movino which has an implementation of ffmpeg for symbian in order to get MPEG1 encoder. Perhaps putting some effort in developing an h.263 implementation could be something.
