I am implementing client application using SIP protocol using JSR 180 in J2ME. I want to add functionality Voice Messaging. How can I do this? I have to support some codec like AMR, G.729 A/B, G.711.

In practise, if the phone's Java ME implementation does not support those codecs, you are out of luck. Check here how to find out the supported codecs

1. How can I support my sip implementation for mobile dialer GPRS, WiFi internet connectivity?

1) In general, Java ME does not provide you means to control which netwok machanism you are using to connect to the network.
For example in older S60 devices (3rd Edition and older) the user is asked which access point to use (WiFI/Cellular data/etc).
On S60 3rd Edition Feature Pack 1 devices things work the same, although now you can select a default access point for the MIDlet in the Application Manager (still tghe user does that or selects the access point to use)
In S60 3rd Edition FP2 phones you can use IAP API
