On left side of the page, you would find "Create Page". Click on it and it will take you further. You can, of course, ask if you find any difficulty.

or simply you can write your article title at the search box on the left side and click on Go you will automatically get a link to create your page.

actually when i started at the wiki for my first article i faced bit of problems with that new page article thats why i simple explained the way.
