On top of all applications you can use topwindow module.

You can get the current time from python "time" module.

Digital or Analog ?

Digital would be comparatively easy with a topwindow. Analog will fetch you lot of coding for the weekend.

Again, as Mikko said, you need to use the time module basically for obtaining current time and then exploit graphics.

Hint: Search for something already available. Might prove lucky.
