Well first you will have to provide more information:
Which emulator (I guess that's what you mean by simulator) are you trying to install (meaning which edition and feature pack)? Make sure you read its release notes to see what its system requirements are. As for the error you're getting, when does it occur? Right after you double click the setup.exe file?
