Adding Prefix before Dialling -

Is there a way to download a programm (Java applet?) into a Nokia (eg 6310i) which adds a prefix and/or converts a part of a number before it is dialled?
Eg. The user dials: +31123456789, the nokia converts it and dials: 99123456789. Kind regards, Wim Schutten

No. It is not possible with the 6310i.
