Yes there is. Paint several frames :)

If you mean painting on the Canvas, you can draw there only from paint() method. How would you set ..changing color there? ;)

No, Form can contain only javax.microedition.lcdui.Item subclasses. Look at the MIDP reference, the only item, that can hold images is ImageItem.
There is no animation available.

Actually, on form you can not even hack it by painting different frames manually.

There is no built-in support for anumated gifs. And for any gifs at all... not sure completely :)

But, you are a programmer, right?
You can implement such support by yourself.
It's not very complicated, you should just paint several frames on Canvas, each after some amount of time passed.
