I am trying to search for download link for Activ Server. I cannot find any link.

is Nokia discontinuing Activ Server?

Where else to get evaluation version?

There's a sticky note from Nokia at the top of this forum that starts "Nokia has decided to discontinue Nokia Activ Software Suite 2.1 and the product can not be ordered after 30th June 2003."

There are other sites where you can download evaluation versions of WAP Gateways, eg : http://www.captaris.com/infinite_wap_gateway/index.html
