Hello ,
I have a Nokia 3585i which supports MIDP1.0,CLDC1.0 and Nokia UI API but does not support Nokia WMA.

How is the messaging technology in my Cell phone different from other cell phones that support WMA ?

The absence of the API is not related to the underlying technology of your phone. Nokia have simply chosen not to provide an interface between the Java environment in the phone (in which your applications execute) and the phone's messaging system.
