Java development to the 3510 -

Can it be true than Java programs cant be developed to the 3510, but only to the 3410? (and of curse, other models). And if it is, what could be the reason to this step backwards?

You are correct. The 3510 does not support Java so you cannot download programs to it. I wouldn't consider it a step backward though. Not all phones need to support Java, it's just a feature used to differentiate models for different audiences/targets.
