You could write such an app and install it on both devices you want to communicate that way. However, what would be the point, if the Bluetooth range is only up to 10 meters.

In other words, you can talk to the person 10 meters away without shouting anyway.

Except - of course - if there is a wall in between, which the only situation where this could be of some use. However, how often would you need such an app? How often would the person on the other side of the wall have the same app and be waiting for your Bluetooth call?
