Series 60 Theme Studio 3.0 Signing -

Hallo!
I'm trying to sign a theme with a developer certificate for testing (N71, N80, 3250). To create the theme and sign it is no problem, but if I want to transmit the sis file to phone, it always stops "Installation of file.sis not supported". The developer certificate, the sis file looks good and the Theme ID is generated by SymbianSigned (protected). I've selected all capabilities avaibel - is that wrong? Which do I need for passiv content? I've asked SymbianSigned support, but they don't know a real solution - please help!
