setting distribution option -

With most multimedia content, you can see if you can redistribute it.
Most of the time this is set to 'unlimited'. How can you set this value? Is it in the header of the file itself? Or do you have to set it in the header of the communication itself? I've tried looking for 'distribution' for more info, but perhaps this technology has another name which might offer more results in searches.
