It should support 1.1 (by specs) but if I try to load 1.1 application it won't install it. If I try 1.0 application it installs.

What specifications you mean? According to this device spec page
http://www.forum.nokia.com/main/0,,0...tml?model=3230 it is a CLDC 1.0 device. You could also doublecheck by checking the system properties

Do you know is it possible to upgrade 3230 to support CLDC 1.1.

No, it is not possible to upgrade to CLDC1.1.
