This is a very good question. Nokia mentions it in the "Creating_Themes_For_Series_40_And_S60_Devices_v2_0_en.pdf" but there is no download link.

Well it seems like it was an April Fools joke from Nokia; would've been awesome to have since editing in TS can be amazingly time-consuming. I don't know, maybe they're still working on it... just wish somebody would let us know something.

Sorry, the publication of the template got slightly delayed. It will be published/available very soon (by end of next week I would estimate).
