creating bluetooth application on nokia 3650 -

is it possible to create such application on that nokia ?? i know that i can't do that in java but can i do this in C++ ?? i've never written such application but i want to this in the next year as my univesity degree and i need some information if is it possible, and the next question is if there is any free compiler ?? or if i can use a non-comercial compiler to make my university degree ?? please help thanks for all you anserws.
